FMCSA Launches Website for Pre-Employment Screening Program

Recently, the Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) launched a website with information about the new Pre-Employment Screening Program (PSP). This PSP service will help motor carriers make more informed hiring decision by providing electronic access to a driver's crash and inspection history from the FMCSA Motor Carrier Management Information System (MCMIS). The PSP service is expected to launch in early 2010, but employers can enroll in the program directly or through a third-party provider at this time.

Employers accessing the information directly are assessed a usage fee for each record request as well as an annual subscription fee of either $25 or $100, depending on the number of annual requests. Employers can avoid the annual subscription fee by accessing the information through a third party screening provider like Pre-employ.com, Inc. Pre-employ.com will offer the check as soon as it is available. Check results will be provided via a link on an individual's comprehensive screening report, streamlining the employer's order and adjudication process.

About the PSP

The new Pre-Employment Screening Program is designed to help those in the motor carrier industry assess individual drivers by providing safety performance history data as part of the pre-employment screening process. PSP is comprised of the most recent three years of roadside inspection data and five years of crash information. The data is uploaded into MCMIS by FMCSA staff and state partners.

Drivers must provide written consent before data in the MCMIS can be shared and will have access to their own records. PSP is a voluntary program for carriers and a query of the National Motor Carrier Pre-Employment Screening System will not replace the requirement to investigate the driver's safety performance history with Department of Transportation regulated employers during the preceding three years.
